Hi you are on the right track pathologies with osteopenia or lucent destrcution require less Kv and patholgies where there is preservation of bone density typical Kvs and pathologies with sclerotic changes (eg Pagets) need more KV.
Its hard to quanitfy as it will depend on the degree of change... and with CR and DR post processing helps, however it is wise with the contraints of dose and image quality in peripheral examinations such as hands for Rh to use about 5 Kv less
If there is a large degree of swelling you may need 10 - 20% more mAS too, reducing the KV also reduced beam intesity so more mAs will be required, however with Rh the patient is often old and the hands have often little soft tissue..
In general
OA characterised by Arthritis with perservation of bone density
Rheumatoid arthritis is Arthritis with osteopenia
