Answer:
At night according to this product puffing web page for a 'hybrid' air conditioning bolt in enhancer.
http://www.ice-energy.com/products/howitworks/tabid/163/Default.aspx
To quote:
"The Ice Bear hybrid air conditioning system stores cooling energy by freezing water in an insulated storage tank. It cools by circulating chilled refrigerant from the tank during the day to the evaporative coil of the conventional A/C system, eliminating the need to run the energy-intensive compressor. Ice is then refrozen each night when demand is lower and electricity is cleaner, more efficient and less expensive."
Note the last sentence there. I don't doubt demand would be lower and therefore in certain places less expensive (though not if everyone is running one of these devices thus prompting a change in the pricing model?). But claiming cleaner (what aspect is cleaner?) and more efficient seems a stretch or two as a product related claim.
Of course for most brainwashed people in the target audience for the ad such questions would probably never occur to them. To we rarely air-conditioned British subjects it tends to stand out.
Why not just switch the aircon off when there is no one around to benefit from it? (And yes I know there may be good reasons to leave it ticking over but then in my view one should either accept the 'costs' or reduce them unambiguously.)
By the time Californians have their Ice-Maker aircon and electric cars consuming electricity over night I doubt they will retain an off-peak time and associated lower price. I hope the payback period is incredibly short. Once the background load over night has been absorbed by such devices there will be no emissions benefits either. Indeed I would imagine that double processing on a 'just in case' basis could lead to more units of consumption.
Still, some entrepreneur will take advantage of the energy spin to make a living from it for a while. He may even be pushing the cigar chomping Austrian to mandate that the device must be installed throughout the Mad State. Such arguments seem to work on our lot readily enough.
