I rather suspect they are just grateful to have found something somewhere after all this time and effort.
I can't help but feel this could be a case of making assumptions and then going looking for the wrong thing. If I am right the normal pattern for these things is that they take ages to ever find anything of significance and then the results are hushed up to avoid embarrassment all round.
This would be especially true if, for example, the problem came about as the result of, say, revised limits on the use of infection preventative chemicals or in cleaning processes.
