Message:		the fact that you buy new oil and put it into a fuel tank means that you have turned veg oil into fuel and are therefore a producer, and if your filtering used oil then just the same your producing fuel from the oil hence your a producer. Just like ordinary fuel the duty is charged to the producers who pass the cost onto the consumer, so no duty at production no duty for user.
