These are not the same as the four beasts as described in Daniel 7:2.
Chapter 5:1-14. Verse 3. The Root of David, According to prophecy spiritual and not physical.

Seven eyes = the seven Spirits of God. Seven horns = Crowns.(Power, Riches, Wisdom, Strength, Honor, Glory, Blessing) From the Hand of God. 7.And he came and took the book out of the right hand of him that sat upon the throne. Verse 10, a promise. Verse 13.And every creature which is in heaven, and on the earth, and under the earth, and such as are in the sea, and all that are in them, heard I saying, Blessing, and honor, and glory, and power, be unto him that sitteth upon the throne, and unto the Lamb for ever and ever.

Prophecy. Phill. 2:10 That at the name of Jesus every knee should bow, of things in heaven, and things in earth, and things under the earth; 11And that every tongue should confess that Jesus Christ is Lord, to the glory of God the Father. Revelations is full of symbolism, we must compare scripture with scripture, especially within the old testament. end section 3.
